Europa funktioniert nicht als Währungsunion. Deshalb sollte Deutschland aus dem Maastrichter Vertrag die Konsequenzen ziehen. Entweder wir schaffen den Euro wieder ab, oder wir leisten Finanztransfers nur noch in einem europäischen Bundesstaat.

Verbreitet ist die Auffassung, in der Euro-Krise stehe Europa als Integrationsmodell an einem Scheideweg und müsse jetzt quasi wählen zwischen gefährlichem Rückschritt einerseits und beherzter Abgabe von Souveränität an die europäische Ebene andererseits. Die Hoffnungen konzentrieren sich auf eine „politische Union“, auch wenn deren Inhalt immer noch unscharf und kontrovers ist. Zuletzt brachte Ulrich Wilhelm in der F.A.Z. diese Hoffnung auf den Punkt.

Einmal mehr steht eine Gerichtsentscheidung zum Thema Religion im Mittelpunkt einer öffentlichen Debatte. Die Diskussion um die Beschneidung minderjähriger Jungen hat sich inzwischen weitgehend vom strafrechtlichen Ausgangspunkt der Entscheidung des Landgerichts Köln gelöst. Es geht nun viel grundsätzlicher um die integrationspolitischen Wirkungen des Urteils, das Verhältnis der säkularen staatlichen Rechtsordnung zu religiösen Riten und natürlich auch um das deutsch-jüdische Verhältnis. Und wer wollte es den Betroffenen verdenken, dass sie das Urteil in dieser grundsätzlichen Dimension sehen? Das Strafrecht ist das schärfste Schwert, das der öffentlichen Gewalt im Rechtsstaat zur Verfügung steht. Eine strafrechtliche Verurteilung kann nicht nur besonders einschneidende Sanktionen nach sich ziehen, sondern sie brandmarkt vor allem auch die bestrafte Handlung als für die Gesellschaft völlig inakzeptabel. Trifft ein solches Unwerturteil einen zentralen, ja, den der christlichen Taufe vergleichbaren identitätsbegründenden Ritus einer Religionsgemeinschaft, so müssen sich deren Mitglieder zwangsläufig gesellschaftlich ausgegrenzt fühlen. Das ist die Situation, in der sich viele Juden und Muslime in Deutschland derzeit befinden.

Germany keeps being told that it must pay up to save the euro. But how much can Germany pay? No one seems to have thought about that, but there is already concern about the possible size of the bill. German bond yields rose soon after news of the Spanish bailout, even before it was announced where the money was going to come from. (And it was a bailout for Spain, regardless of what Spain’s prime minister says. If I borrow money and then lend it to someone else, I’ve still borrowed it.)

Yet again, the EU is about to hold a summit to deal with the crisis in the eurozone. Yet again, it is likely to fall far short of a convincing solution. A heavy weight rests on the shoulders of weary and disillusioned leaders. The question is whether there is hope for success.
What is needed, as I have argued before, is a solution that is both politically feasible and economically workable. The former means an ability not only to achieve agreement among governments responsible to national electorates, but also to obtain at least toleration of that agreement among those voters, something that greatly worries Angela Merkel, the eurozone’s most significant politician. Economic workability means offering electorates enough hope for the future to persuade them to elect leaders prepared to stick with membership of the eurozone.

Hardly a day goes by without a new headline screaming about the scandal of youth unemployment, which has been pinned at the outrageous levels of 50 per cent in Spain and Greece and above 20 per cent in the eurozone.

There’s just one problem – those numbers are derived from a flawed methodology, which misrepresents the true level of unemployment among young people, making it look far worse than it is. Indeed, the same methodology is also used to measure adult unemployment rates and probably underestimates that figure. The way we estimate unemployment is giving us a skewed view of reality.

C’è stato a Roma venerdì scorso il “quadrilatero” dei premier di Germania, Francia, Italia e Spagna. Tema: la sorte dell’euro e dell’Europa.

Ma c’era stato qualche giorno prima a Ginevra un incontro di banchieri e industriali sullo stesso tema. Tedeschi, italiani, olandesi, spagnoli, inglesi, il fior fiore dell’economia reale e finanziaria. Spero che i lettori capiranno perché dò la precedenza al “meeting” di Ginevra: registra in modo più autentico lo stato d’animo degli operatori, dei risparmiatori, della cosiddetta borghesia produttiva. Come era facile prevedere, i tedeschi ragionavano in modo completamente diverso da tutti gli altri e  -  questo è stato il fatto più rilevante di quel “meeting”  -  non sembravano affatto preoccupati di quanto sta accadendo in Europa e nel mondo.
